Planning Together for Growth and Readiness
The Fort Campbell Land Use Compatibility Study (LUCS) is a collaborative planning effort between Fort Campbell and surrounding communities to prepare for future growth while supporting the military's long-term mission.
As the region continues to grow, thoughtful planning is essential to ensure that new development strengthens local communities without affecting military training and operations. The study will identify strategies to protect base facilities and training areas while supporting safe and economically competitive growth outside of the base, and to strengthen coordination between Fort Campbell and its neighboring communities. Together, these efforts will help preserve the region's quality of life, economic vitality, and national defense mission for years to come.
Working together, partners will:

Support Fort Campbell's evolving mission by protecting military readiness and operational capabilities.

Plan for continued regional growth by identifying strategies to accommodate new housing, jobs, and population growth.

Coordinate transportation and infrastructure to ensure roads, utilities, and public investments keep pace with development.

Encourage compatible development patterns that reduce conflicts between military operations and surrounding communities.

Strengthen local planning tools with practical recommendations for land use, zoning, and future decision-making.
Community Focused
The Greater Nashville Regional Council (GNRC) is leading the study on behalf of participating local communities, including the Clarksville-Montgomery County Regional Planning Commission, City of Clarksville, Montgomery and Stewart counties in Tennessee, and Christian and Trigg counties in Kentucky.
GNRC represents city and county governments across Middle Tennessee and its mission is to assist local communities and state agencies in the development of plans and programs that guide growth and development in the most desirable, efficient, and cost-effective manner, while ensuring the continued long-term livability of the region. Throughout the study, GNRC will coordinate with Fort Campbell, local governments, planning agencies, utilities, and community partners to gather input, share information, and guide the planning process.
This collaborative approach will help ensure the study reflects local priorities while supporting Fort Campbell’s mission and future regional growth.
